From August 8th to 9th, the New Round of Undergraduate Education Evaluation Program Meeting of the Ministry of Education(MOE) was held in Dalian. The meeting was chaired by Prof. QU Zhenyuan, the research team leader and the National Education Advisory Committee member.12 members of the research group attended the meeting, including Mr. Zhou Aijun, the deputy director of the Higher Education Evaluation Center of MOE, Mr.Liu Zhentian, officer of the Universities Evaluation Office of the Higher Education Evaluation Center of MOE, Prof. Zhu Xi, vice president of Dalian University of Technology, Prof. Zheng Qinghua, vice president of Xi'an Jiaotong University(XJTU), and Prof. Lu Genshu, director of Western China Education Evaluation Center of XJTU. Mr. Wu Yan, director of the Higher Education Department of MOE attended the meeting and delivered a speech.
XJTU Vice President Zheng Qinghua reported on the research results of the two sub-projects about the development of the new round of undergraduate education evaluation program and the experience of review and evaluation. The program proposed by the research team was based on the new mission, new goals, new opportunities and new challenges of China's higher education reform and development in the new era. The main achievements and major problems in the previous round of review and evaluation were systematically summarized and analyzed, and the team put forward the guiding ideology of “facing the future, factor-driven, steady progress, systematic design, focusing on connotation, strengthening rectification” and “serving national needs, guiding university development, docking international level, responding to social concerns” policy.
The development of the new round undergraduate education evaluation program is a policy research project initiated by the Higher Education Evaluation Center of MOE in April, 2008. With the general principles of persistence and improvement, inheritance and development, it is to systematically summarize the past instruction evaluation, and accurately grasp the effectiveness of evaluation, and deeply analyze the problems and deficiencies in past work, and correctly judge the new goals and new requirements of the new era and the new situation for higher education instruction and evaluation, then develop a new undergraduate instruction evaluation program based on new goals and requirements. Led and guided by VP Zheng, the XJTU Western China Education Evaluation Center participate in the some sub-units of this research as the second group for evaluation program development, the group for review and evaluation experience summarizing, and the group for international comparison on quality assurance. It has made progress in past four months.
